　　大家商上午好，非常感谢亚洲资本论坛到这个很漂亮的地方，而且还请我们吃鱼，请我们喝酒，如果没有今天这个会，我真以为是来度假的。其实我们今天的主题是缔造新东北，我仔细算了一下，在这两个月，六月、七月我真的是和东北结缘。我从六月初开始，到七月底我连续有六次左右的机会要在东北，大连、长春、牡丹江、沈阳、大庆。为什么这么密集的集中在东北呢？我想这个也不是刻意的，就是反正有这么多事全聚集在一起了。我想这一点也可以说明的确东三省的振兴，东北老工业基地的振兴的确是起作用的。

　　我是做IT的，软件和网络，我不像其面几位企业家都是有大手笔，一上来可以投资几个亿，解决几万人的就业问题。IT产业，你说通过IT产业去引资是很有限的，让它解决就业也是很有些的，让他增长税收更有限。为什么呢？因为中国18号的文件，这个税很少。所以我想在缔造新东北的时候，我IT企业怎么能够作出贡献。我就想谈谈这个问题。

　　其实IT产业在振兴东北这个话题的时候，其实我们很明确，就是以信息化带动工业化，那么信息化如何带动工业化呢，我也参加了很多不同的论坛，也有人提到很多的问题。我觉得很重要的一个问题就是一定要正确认识信息化，在很多地方他们对信息化认识很极端，我刚才说了信息化解决不了就业也解决不了税收，我们没有那么先进的。美国是信息时代，是新经济，我们好象还是在初级阶段。

　　第二个层面的认识是什么呢，就是信息化带动工业化我们就要搞信息化，就是到处建网，把硬件卖来了，然后其实用不少。这个是很错误的。我们要明确一点，所有的信息，信息技术只是一个技术，解决不了战略层面的问题，解决不了企业的管理，解决不了政府的服务意识、服务能力的问题。所有这些问题其实需要更高层次的规划。你说我们要实施信息化，对企业来讲，通过信息化提高自己的管理水平的时候，首先要知道你需要什么样的管理，我需要准备进行怎么样的管理创新。同样对一个政府来讲要实施电子政务，希望通过电子政务提高服务能力的时候，首先要摆正自己的位置，什么是我该干的，什么是我不需要干的，我和企业之间是什么关系。就像刚才兰总将的，是招商引资局还是投资服务局，这些都是问题。

　　同样我们现在在谈振兴东北，其实振兴东北和过去搞特区、沿海的开放，或者说西部大开发，从政策的体系来看有很多区别。过去这个每一个区域，都是这个点先搞起来，先搞试点，而现在振兴东北，其实现在是全国范围整体的区域规划的工作。我估计一下，振兴东北是整个区域规划，不是一块一块的搞。我也听到消息说在全国划分八大区域，让每个区域都要平均发展的时候。那么东北振兴是不是要深圳的模式、用海南的模式，还是用西部的模式，哪个模式都不行，我一定要特别适合东北特色的，而且东北这个模式也应该和全国其他七个大区的模式要相呼应，最后八个大的区域形成全国的经济。我觉得这个战略规划是很好的。在这个背景下，信息化最重要的就是能够把你的想象变成实施，把你的规划变成可执行的模式。比如说你想实行什么样的管理创新，想实行什么样的战略布局、区域规划的时候，你可能会选择信息化，如果没有信息化，你可能你的管理就会是失控。你说的区域划分，根本不能够实现，没有经济效益。这个就是我们做的事情，我们做得可能是最先的技术趋势，我们了解世界上有哪些技术是可以实现的，我们把这些技术整合，往哪个方面整合，就是往你这个区域方向整合，最后变成一个可管理的工具，有了这个管理工具你的管理就可以实现。这一点可能有点虚，有点宽，我举几个例子出来。一个例子是这几年谈到很多，在新经济时代的时候所谓叫全球经济一体化的问题，全球经济一体化和我刚才说的全国八大区域平衡发展其实很类似，可能也和东北三省发展一盘棋也很类似。在全球经济一体化的时候，他们提到了一个由于网络的发展，由于全球经济体系趋于一致，政治和经济服务概念的相同，他们认为每个国家在全球范围之内，全球就是地球村，在这个村里面，每个人，每个国家或者地区，它到有扮演一个自己特定的角色，而不需要从头到尾小而全的大而全的包括全部。要发挥自己的优势，通过国与国之间或者地区和地区之间的合作，构成一个完整的经济。更具体的讲，我有一个非常典型的例子，比如说全球经济一体化，比如说在福州设计服装的，他说按照这个观念，也许你要卖一个服装，你可能服装的设计师要请最好的，那么法国设计师最好，我设计的阶段是由法国人设计的，做出来之后，生产制造是谁？中国人，制造拿到中国来。那么好怎么投资、市场策划运作谁做得最好呢？美国人做得最好。就是说一个服装的设计、生产、销售，过去可能在一个企业里面或者在一个地区里面去做，现在可能改成由欧洲、中国和美国联合起来做。这个很好把各地的优势发展起来，但是你想想，如果没有信息技术，没有网络技术的支持的话，这个能做好吗。你想在我们做管理的时候，我们都有基本的原则，管理越集中，越好管理，就是大家集中在一起这个效率是最高的。刚才说了如果法国、中国、美国形成的这个模式，我要做设计把这些人集中在一起吗？很难。因为法国的设计师同时可能做很多的工作，他不可能分身到各个地方。如果说这些人都是在各自的公司、自己的国家里面，你要开会怎么办？你作为的资料传递、信息的传递怎么办？你在整个这个生产项目中，肯定会涉及到跨地区的、跨区域的环境，从这个环境上面看，其实全球经济一体化很重要的一个概念就是协同制造，协同制造需要相应的信息技术。那么这些信息技术就是网络提供。

　　结合我们IT的行业，比如说前一阵子提出了一个敏捷制造概念，就是美国和日本，就是美国人说日本的产品为什么可以打到美国，于是他们做了一个敏捷制造的概念，敏捷制造最重要的是什么就是速度。日本人用的方式是什么方式呢？是整个一个产业一起来，每个人做自己特色的东西，通过互相的授权，互相的合作，就可以能够在了解市场需求的时候，能够迅速组织产品，然后迅速的推向市场。这样的敏捷制造，其实就和后来管理上提升的延伸型企业的概念是联合起来的。这个模式必然需要信息技术和网络技术的支持。最近我们也提到很多，比如像实时企业、实时计算，或者说是零库存的制造。所谓的实时企业、实时管理，就是要企业的资源及时的知道。所以我们可以看到我举的这些例子，一方面可能是给我们自己做的广告，因为我们研究的就是这个问题，就是对我们研究的问题我们自身是发言权的。同时我想通过这个介绍，给大家一个歧视，比如说整个缔造新东北的时候，很重要的一点是要整体的规划，从这个战略规划和管理创新等等方面要有基于自己的新的思想，有自己研究的结果，在这样一个基础上，再更加密切的和IT产业合作。而IT产业在这个基础上能够为缔造新东北去助力，谢谢大家。
