切实转变政府职能，进一步规范行政权力
转变政府职能是深化行政管理体制改革、加强政府自身建设的重点。多年来，我们在转变政府职能方面做了大量工作，取得了明显成效。但是，目前的问题还很多：政府及其部门仍然管了许多不该管、管不了也管不好的事，行政许可和审批事项仍然过多，政企不分的问题比较突出，一些地方政府和部门还在直接干预企业的微观经济活动，甚至包办代替企业的招商引资和投资决策，经济管理方式方法亟待改变；一些政府部门权责脱节、有权无责，出了问题无人负责，有的部门之间职责不清、推诿扯皮，办事效率不高；一些该由政府管的事没有管或者没有管好，市场监管和社会管理体系不健全，公共服务比较薄弱。这些问题影响了市场配置资源基础性作用的充分发挥，也影响了政府职能的正常发挥。为此，必须按照发展社会主义市场经济的要求，进一步推进政府职能转变，使政府正确履行职责。

突出重点，扎实开展治理商业贿赂专项工作。
