全球智库峰会是个很好的开端（约翰—桑顿）
文章摘要：在京举行全球智库峰会拉开帷幕，峰会的主题为“共享人类智慧，共谋全球发展”。世界目前对中国的了解非常缺乏，中国必须改变目前现状，中国国际经济交流中心真正推动美国和全球的决策过程，不断地在全球扩大对中国的了解，以及通过它所做的工作来提高对中国的影响。

谢谢主席先生。
首先我想感谢中国政府副总理到场，非常高兴能够参加这次会议，这是一次前所未有的世界的重要机会。要特别感谢曾培炎和他的同事，中国国际经济交流中心的同事，感谢你们发起这次会议，并邀请我们和你们一起分享一些想法，也就是我们一位组织的设计和实施更好的公共政策方面发挥重要作用。
基辛格博士说得很好，我们已经有了一些想法，在这么严峻的经济形势下，确实是一个非常及时的机会，我们可以退回一步重新思考一下智库应该如何帮助决策者认识我们面临的挑战，从此在全球范围内做出正确的政策反映。
我应邀作为来自中国以外智库的代表在这儿讲话，这当然是一个不可完成的任务，因为每个智库是独力的，确实也有非常优秀的智库，他们都会对思想观念做出巨大的贡献。全世界的智库之间研究的重点、组织机构、文化和传播思想的方式也是不一样的，我个人的经历就是长期在布鲁金斯的关系，我过去一年担任理事。
我想谈一下到底真正一个好的智库应该具有哪些素质。在布鲁金斯有三个核心价值，质量、独立、影响，这三个素质是指导了我们的研究。我们也希望能够提供机会，能够在公共政策领域成为全球的领先者，质量、独立、影响，简单谈一下每一点。
首先，质量。任何智库都取决于学者的质量，智库争夺各自领域优秀的学者，他们拥有创造的智慧，他们把思想变为对现实问题的解决方案。特别是我在清华大学教书的经历中知道，中国绝对不缺乏符合上述素质的学者。另外中国过去30年发展的一个显著特点是，它一直愿意采取和吸取全世界的新的想法。中国经济和社会发展的巨大变化，如果没有开放的全球的最好文化，是不可能发生的，因此中国国际交流中心继续具有独到的优势。随着今后的发展，国际金融交流中心继续培养和其它国家的中心，这样使它能够获得更好的信息知识和想法。
第二，独立。在上世纪机构的创始人罗伯特-普金斯参与了公共服务，他的强烈愿望就是在政府研究中使用科学，1916年和其他的学者建立了政府研究的研究所，后来成为布鲁金斯。他是最早倡导实事求是和科学发展，这在当时的国家是最需要的，今天的智库将继续延续和发扬他这种传统，进行更公正的研究，我们也会使研究者免除外部的干扰和影响，这样才能使他的想法具有可信度。在美国政府环境中独立意味着布鲁金斯的专家是非政党性的机构，我们注重产生更好的想法有助于公共政策，而不是根据美国某个政党的要求。我们某个学者在担任了高官，给他们更好的机会了解智库，因此在了解政策方面产生更可信的声音。
有一点毫无质疑，我们不会为推动某一个政党的目标服务。独立意味着我们不会由于经济利益受到影响，企业会游说自己的作用，但是独立的智库是不一样的。我们并不认为真正独立的智库会受益于一个或者几个赞助者。布鲁金斯受益于几个赞助者，慈善家还有基金会，但是重要是维持独立和保持独立的质量，同时还要欢迎各方给我们提供新的资金。其中包括他们完全截然不同的观点，最终使学者他们如何解决问题和提供答案的。
第三，影响。关于影响，很多问题是智库者困扰的问题，不然我们就不是智库了。独立性使我们不同于企业，同时我们还需要保证这些政策的影响不同于学术机构，因此这就要看到一些影响力，在这一点上不同于国家之间的区别，因为对政策发挥影响，依赖于特定国家政治特点的关系，因此我们对于非政治机构，白宫和其它行政机构来分享我们的看法，同时我们作为受尊重的党派的组织，来召开一些高层的会议，来推动、宣传对于政要问题的看法和探讨。因此在结合公众服务方面，我们研究人员都在政府机构担任很高的职务，包括赖斯、斯坦罗格。毫无疑问，中国国际经济交流中心在中国将会发挥巨大的影响，而中国国际经济交流中心的领导人比我们更好地了解如何在中国发挥它的作用。

I was invited as a think-tank representatives from outside China speak here, this is of course a mission, because each is independent, is also very good for, they will make a great contribution to the idea. The whole world, between the focus of the study, organization, culture and communication way of thinking is not the same, my personal experience is the long-term relationship in Brookings, I used a year to serve as a director.
I want to talk about what you really a good think tank should have some quality. In Brookings has three core values, quality, independence, influence, these three qualities is to guide our research. We also hope to be able to provide opportunities in the field of public policy, to become a global leader, quality, independent, effect, simple talk about each point.
First of all, quality. Any intelligence depends on the quality of scholars in their field, think tank for the outstanding scholars, they have the wisdom of creation, they put the ideas into practical problems solutions. I especially in Tsinghua University teaching experience know, China is not the lack of compliance with the quality of the scholars. In addition to China over the past 30 years development is a remarkable characteristic, it has been willing to adopt and learn a whole world of new ideas. China's economic and social development, great changes, if there is no open global best culture, is not likely to occur, therefore China International Exchange Center continued to have a unique advantage. Second, independent. In the last century founder Robert Hopkins institutions involved in public service, his strong desire is in the study in the use of Science in 1916, and other scholars to establish a government research institute, which later became the brookings. He was one of the first advocates seek truth from facts and scientific development, which at the time of the country is most needed, today's think tank will continue and carry forward the tradition of his, more fair research, we will enable the researcher to exempt from external interference and influence, so as to make his ideas with confidence. In the United States government environment of independent means Brookings expert is non-partisan institution, we focused on the generation of better ideas to contribute to public policy, and not according to the United States a party request. One of our scholars in served as senior officials, give them a better chance to know think tank, therefore in the understanding of policy produced more credible voice.
There s no question, we will not push for a certain political goals. Independent means we won't because of economic interests are affected, the enterprise will lobby for their own role, but independent think tank is not the same as. We do not believe that a truly independent think tank will benefit from one or several sponsors. Brookings benefit from several sponsors, philanthropist and foundation, but the important thing is to maintain independence and keep the independent quality, but also welcome to provide us with new funds. Including their completely different point of view, finally makes the scholars how they solve problems and provide solutions.
Third, effects of. On impact, many problems are perplexing problem is a think-tank, otherwise we will not think tank. Independence makes us different from enterprise, at the same time, we also need to ensure that the impact of these policies differ from academic institutions, so this will see some influence, at this point is different from the difference between the countries, because of the policy influence, dependent on the specific characteristics of national political relations, therefore we for non political institutions, the White House and other administrative agencies to share our views, and we as a respected party organization, to hold high level meetings, to push for political propaganda, issues and discussion. Therefore in the combination of public services, our researchers are government agencies as a very high duties, including Rice, Stan and roger. There is no doubt, China Center for international economic exchanges in China will exert a great influence, and China Center for international economic exchanges leaders better than we know how to play its role in china.
Finally, to the Chinese present a problem, how to determine its influence, this is very important. The world 's understanding of China is lack, China must change the present situation, China Center for international economic exchanges to promote the United States and global decision-making process, constantly in the global expansion of Chinese knowledge, and through it have done to improve the influence to china. So the light published is not enough, the China Center for international economic exchanges and all the staff, are in need of systematic, effectively establishing such channels, to propagate their ideas and insights, both to other state policymakers to promote their ideas.
