　　“现在该我发言了……我这个人很顽固，比较落后，你要我这种人风大随风，雨大随雨，我就不干。我这个人不是俊杰，我这个人很蠢。我是个文化人，文化人的习气很深。

　　我在党内工作四十多年了。我老实告诉你们，我犯过两次方向、路线错误。1952年犯过一次，1949年犯过一次，以后我没犯原则性错误。我不吹嘘，我讲话豪爽痛快，有时很错误，有时很准。不要以为我是在温室里长大的，我不是一帆风顺，我也挨过斗，我也斗过别人，两重身份，有过被斗的经验，也有过斗人的经验。我斗人的经验，比你们这会场上还猛烈得多，我什么武器，机关枪、炮弹都使用过了。有人说我不识时务，但我讲的是真理，这是我的性格，由于我的性格做了不少的好事，也犯了不少错误。我不是那种哼哼哈哈的人。

　　我们不要搞个人迷信，这个没有必要。对个人盲目崇拜，这是一种自由主义。我不迷信斯大林，不迷信赫鲁晓夫，也不迷信毛主席。有几个人没有反对过毛主席？据说林副主席没有反对，很伟大嘛！反对毛主席不一定是反革命，拥护他也不一定是革命的。我看毛主席的大字报也可以贴。毛主席也是一颗螺丝钉。他过去在湖南第一师范当一个学生，他有什么，还不是一个普通学生。林彪也没有什么了不起，过去他是我的部下。难道‘文化大革命’这么大的运动，就是他们两人领导？老喊伟大、万岁、万万岁，对他们没有什么好处的。我天天和毛主席见面，见面就叫‘毛主席万岁’，行吗？

　　刘少奇是我的老师，是我的先生，水平很高。党内过去留学苏联的人很多都变坏了，但刘少奇是好的。你们不但要学习毛主席著作，而且要学习少奇同志的著作。刘少奇在‘八大’不提毛泽东思想，也作为他的百条罪状之一。这报告是毛主席在政治局决定的，我一直在场。外面的刘少奇罪状一百条，有的是捏造，有的是泄密，完全是给我们党、给毛主席脸上抹黑。

　　成千上万的老干部都被糟蹋了。“中央文革”里有些青年人“左”得很，这些秀才不懂得造反派里有坏人。戚本禹同志现在算是左派，但是他的话，我个人认为并非都是正确的。有些人嘛，就是权大得很，就是不讲道理，除非你完全照他的意思办就好，否则便是黑帮。有人躲在背后，教娃娃们出来写大字报，这是什么品质？打倒刘少奇、邓小平、陈云、朱德、贺龙，为什么要放在一起？各有各的账……

　　现在看来，大字报上街危害性越来越多，越来越吓人，水平越来越低，字越来越大！‘兔羔子’、‘狗崽子’、‘砸烂狗头’……斗啊！非要斗到底，逐步升级，非要打成反革命，打成黑帮，黑帮还要打成特务，特务还要砸烂脑壳，脑壳还要把它砍下来！揪住了就不放，拉去了就回不来，动不动就下跪，那么多的老干部自杀，他们都是为的什么？成千上万的老干部被糟蹋了，先是工作组就有40万人，搞得好苦哟！我不能看着这样下去，我宁愿冒杀身之祸。我的老婆，以前参加日内瓦会议不穿旗袍西装裙，硬要她穿，不穿就斗，我不便说话，只好走开，要不然，就是包庇老婆了，后来她穿了，现在又拉出来斗，说她腐化，她能服吗？把我老婆拉到街上游街，戴高帽子，她有什么罪？还不是当了工作组组长吗？

　　我这次是保护过关的，不保护怎样能过关呢？这回大批的外交干部由你们来处理，你们要怎样斗，就怎样斗，干部的生命等于在你们手里。最严重的问题就是不分青红皂白，把一切领导干部都打成‘反革命修正主义分子’，排斥一切，文章不能做绝啊！我讲这些话，可能要触犯一些人的忌讳，我要惨遭牺牲。我愿意。我也不怕！

　　你们以前对我有点残酷斗争，无情打击，把我的司长的职务都撤了，我还不知道，当什么部长？有人要揪我，说刘新权（当时的外交部副部长）的后面就是我，要揪我，我不怕！我是老运动员，大风大浪千千万万都经过了，还会翻了船？就是北京59所大学，全国一二百所大学来揪我，我也不怕！我就那么不争气？这次我算是跳出来了，你们可以跳，我怎么不可以跳？我很坚定，我准备惨遭不测：准备人家把我整死，我不怕！你们现在就可以把我拉出去！
